It is illegal to drive on New Zealand roads without a current drivers' license. Since 1999, photo drivers' licenses have been issued and these are required to be carried at all times while driving. New Zealand operates a graduated driver license scheme for new and learner drivers, which was introduced in 1987. It is a three stage licensing system, with three main driving restrictions: night-time curfew; passenger restrictions; and a low alcohol limit. Since it was introduced there has been a significant reduction in the number of young people involved in serious motor vehicle crashes. While reduced driving by young people may have contributed to this reduction, there is also evidence that at least part of this reduction may be attributed to the graduated license driving restrictions, especially the night-time curfew (Refer to research carried out by Begg, Alsop, & Langley, 2000 from the Injury Prevention Research Centre).

Unlicensed drivers are more at risk of crashes than licensed drivers and over the last few years a number of community organisations have established courses to assist drivers to obtain a license. Many of these courses are Marae or community-based and support adults to pass their license by providing an environment where they feel at ease by having trainers from their own culture, use their language or are experienced in teaching people with low literacy skills.

Unlicensed or disqualified drivers usually face more serious penalties than licensed drivers.
